Brussels (dpa) - German Foreign Minister Heiko Maas is demanding more information from Russia and a willingness to talk about the military build-up along the border with Ukraine. "There is still a chance that Russia will respect the commitments to troop transparency that it made itself," the SPD politician said on Monday on the sidelines of a video conference of EU foreign ministers concerning the latest escalation of the Ukraine conflict. "Moscow should switch from provocation to cooperation."

Last week Germany had already criticised the fact that Russia had so far failed to provide sufficient information about the military build-up via a consultation mechanism of the Organization for Security and Co-operation in Europe (OSCE) and was refusing to engage in direct talks.

Maas did not address calls for new EU sanction threats against Russia. He said he saw it as the role of the European Union to "campaign everywhere and on both sides for there to be no further provocations and no further escalations". That is why he offered to use the EU and the Normandy format with representatives of Germany, France, Ukraine and Russia to talk about "confidence-building and de-escalating measures".
