The full rules and regulations that are to surround their use were published on Friday by the Ministry of Justice.
E-scooters are to be allowed for everyone above 14 years in age on cycle paths or roads, but not on pavements.
They must also meet certain technical requirements, such as having lights and a bell, according to the regulations.
The arrival of electric scooters in European cities is a subject of concern in some corners in light of safety concerns. A man riding one was killed in an accident involving a lorry in Paris on Tuesday.
