On 21 January 2016, Germany assumed the Chairmanship of the Organization for Security and Cooperation in Europe (OSCE) for the second time since 1991. Its Chairmanship is being held under the motto “Renewing dialogue, rebuilding trust, restoring security”. In mid-January, in Vienna, Federal Foreign Minister Frank-Walter Steinmeier presented details of the programme for the German Chairmanship to the 57 OSCE states. One of the key areas, among others, is “defence against common threats”. There is already intense cooperation between the participating states within the OSCE, for example, in the fields of international terrorism, radicalisation, organised crime, the illicit drug trade, cyber risks and human trafficking.

How to deal with returning extremists?

In particular, the threat posed by international terrorism has now reached a new dimension. The German Chairmanship aims to find joint answers to this threat through greater cooperation. In this context, the Federal Foreign Office will host an international Counter-Terrorism Conference in Berlin from 31 May to 1 June 2016 under the title “Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism”. Federal Foreign Minister Frank-Walter Steinmeier and Interior Minister Thomas de Maizière will jointly open the event. The conference will focus on the treatment of returning extremists and possible ways of re-integrating them into society.
