Measures to counter hybrid threats

The new National Security Council is to strengthen Germany’s crisis resilience. At its inaugural meeting, the council adopted a plan to counter threats from Russia.

Berlin (dpa) – The new National Security Council of the German government convened for its inaugural meeting on Wednesday, chaired by Federal Chancellor Friedrich Merz. The main focus was the decision to adopt an interdepartmental action plan to counter hybrid threats. 

The Federal Government is thus responding to the growing number and intensity of such attacks, which originate in particular from Russia. The action plan provides for measures to counter espionage and protect critical infrastructure, such as energy and communications networks. 

The Security Council also addressed strategic dependencies on key raw materials. A further action is to be drawn up by the end of this year to make the supply of raw materials more resilient through diversification, circular economy and expansion of domestic mining. 

The council also served as a forum for discussing current security policy issues. The Security Council met in the Federal Chancellery and will in future regularly discuss interdepartmental security issues.
