Simplifying immigration of skilled workers

Germany needs skilled workers. Rules introduced in 2023 make it easier for people from abroad to move to Germany.

Ever since 2020, the Skilled Immigration Act has been making it easier for skilled workers to come to Germany. As there is freedom of movement within the European Union (EU) in any case, the act applies to those coming from outside the European Economic Area (EEA). The EEA encompasses the EU, Iceland, Liechtenstein and Norway. The act was reformed in 2023, the first new regulations coming into effect in November. The final steps of the reform are to be implemented in 2024. This is because theGerman economy needs skilled workers from abroad. 

University graduates and those with professional qualifications will profit from the wide-ranging ways in which the reformed act simplifies immigration to Germany. For example, the minimum salary requirements for the so-called EU Blue Card have been lowered to enable more people to apply for it. The Blue Card is a residence permit that in Germany is granted for a maximum period of four years or for the duration of the holder’s employment contract.

From March 2024, the immigration of skilled workers with practical professional experience is to be made significantly easier. And from June 2024, an “Opportunity Card” will enable even more skilled workers from third countries to look for work in Germany.  

But what are skilled workers? According to the new act, university graduates and those with vocational training qualifications count as skilled workers. However, this does not necessarily mean that they will only be able to work in that particular profession in Germany. Assuming they have appropriate qualifications, they can also take on a different job. In addition, regulations are also in place for people wishing to do vocational training or seek work in Germany. This requires them to meet specific criteria, however.  

Labour Minister Hubertus Heil, talking about the reasons for the act, said: “Right now there are nearly 1.7 million vacant positions in Germany. That means there is already a shortage of workers, a gap that is only likely to widen in future.” “A modern country of immigration opens doors and hearts.”
